users and access

i have a menu structure of pages
a1
|-- b
|-- b1
|-- b2

a2

a3

a4

i put on the a menus, access level user '100', and on b1, access level 'editor'

if i log in as editor, is see all, if i log in as user i also see the b1 page!
If i put access level editor on a2 level, then a2 dissappears when i log in as user.

Am i doing something wrong?
Menus are shown with the standard naviation tags.
