Latin characters not showing in web page

Why are accents showing like this in the front page? "en los términos dispuestos en la legislación". In the adiminstratos characters are showing perfect.

@madredeuz : Reopen your file from your php editor with encoding UTF-8. Check and correct all wrong characters and save your file.

Open your file in PHP editor and edit words which are incorrectly spells.
